Members of the Anti-Subversive Civil Defense (DECAS) of the Apurímac River Valley
Members of the Defensa Civil Antisubversiva (DECAS) of the Apurímac River Valley in May 1989. On June 21, 1984, this anti-subversive organization was formally established. From Pichiwillca, in the province of La Mar, Ayacucho, they began operations under the command of Antonio Cárdenas. The DECAS were the first peasant militias to succeed in building a network of organizations spanning an entire region — in this case the Apurímac River Valley, where by mid-1985 Sendero Luminoso was in full retreat.
