Formation of the Destacamento Colina
In September 1991, the Destacamento Colina, an elite military group, was formed under the command of Teniente Coronel EP Fernando Rodríguez Zabalbeascoa. This group included sub-officials who had previously encountered issues with military justice. The formation was ordered by the command of the Peruvian Army, with the group initially operating from the maintenance hangar of the SIE in Las Palmas.
El 11 y 18 de septiembre de 1991, se ordenó poner a disposición del Teniente Coronel EP Rodríguez Zabalbeascoa personal de inteligencia en el galpón de mantenimiento del SIE en Las Palmas. El Destacamento Colina fue constituido como un grupo de élite formado por decisión del comando del Ejército, bajo la comandancia de Rodríguez Zabalbeascoa, con Santiago Enrique Martin Rivas como jefe operativo y Carlos Eliseo Pichilingüe Guevara como jefe administrativo. La mayoría de sus integrantes eran suboficiales que habían tenido problemas de toda índole, especialmente con la justicia militar por delitos comunes.
