Human Rights Violations in Peru
In 1990, a report from the U.S. Embassy to the Secretary of State highlighted significant human rights violations in Peru involving terrorists, the Army, and the Police. Despite these violations, there were notable efforts to improve the situation, such as the release of prisoners without trial and enhanced access for the Red Cross to detainees. The report also examined the organizational and control aspects of state agencies.
