Infiltration and Control of Peruvian Police Units by Vladimiro Montesinos
In May 1991, Vladimiro Montesinos orchestrated the infiltration and control of Peruvian police units by assigning two generals to the same unit. This move was seen as a strategy to ensure greater control over the police operations and to prepare the incoming director for leadership. The incident highlighted the influence of the SIN and Montesinos over the police forces during this period.
Vladimiro Montesinos colocó personal del Servicio de Inteligencia Nacional (SIN) dentro de unidades policiales clave, incluida la DINCOTE y el GEIN, quienes trabajaban bajo supervisión de oficiales como Elías y Miyashiro. En mayo de 1991, Montesinos orquestó la asignación de dos generales en la misma unidad policial, nombrando a Antonio Ketín Vidal como director ejecutivo de la DIRCOTE bajo el general Héctor Jhon Caro, como maniobra para asegurar mayor control de la unidad.
