Creation of the Division Against Terrorism (DICOTE) in Peru
In response to the growing threat of the Shining Path (PCP-SL), the Peruvian government established the Division Against Terrorism (DICOTE) in April 1981. This unit was formed under the Directorate of State Security (DIRSEG) and was tasked with counter-subversive operations. The DICOTE was composed of approximately thirty members and was led by Colonel René Jaime Llamosas, focusing on operational investigations rather than intelligence gathering.
En febrero de 1981, la PIP reunió a catorce detectives de Seguridad del Estado bajo el mando del mayor Javier Palacios Ortiz para investigar la amenaza subversiva emergente. Tras evaluar que se requería un trabajo más consistente con mayor personal y rango superior, se decidió crear una división especializada. El Decreto Legislativo 046 del 10 de marzo de 1981, que tipificaba por primera vez el delito de terrorismo, proporcionó el marco legal para la creación de la División Contra el Terrorismo (DICOTE). La DICOTE inició operaciones en abril de 1981 bajo el mando del coronel René Jaime Llamosas, con aproximadamente treinta miembros organizados en dos grupos operativos denominados Alfa y Beta.
