Sendero Luminoso Peace Negotiation Initiative
On October 28, 1992, the Peruvian government released a letter signed by key members of the Shining Path, including Osmán Morote and Martha Huatay, supporting a peace initiative proposed by Abimael Guzmán, also known as 'Presidente Gonzalo'. The letter, addressed to President Alberto Fujimori, called for peace talks to end the ongoing conflict in Peru. This marked a significant shift in the strategy of the Shining Path, aiming for a political solution to the war that had plagued the country for over thirteen years.
El Servicio de Inteligencia Nacional ejecutó un operativo negociado entre Abimael Guzmán y el gobierno, trasladando dirigentes senderistas del penal de Yanamayo a las instalaciones del SIE entre septiembre de 1983 y enero de 1994. Guzmán logró convencer a estos dirigentes de asumir la nueva línea política que proponía. El 28 de octubre de 1992, el gobierno divulgó una carta suscrita por Osmán Morote, Martha Huatay, Rosa Angélica Salas y María Pantoja, respaldando la iniciativa de Guzmán y Elena Iparraguirre. En esta carta, como militantes del Partido Comunista del Perú, solicitaban al presidente Fujimori iniciar conversaciones para llegar a un acuerdo de paz que concluyera la guerra que ya duraba más de trece años.
