Creation of the National Reconciliation Council
In January 2003, the Truth and Reconciliation Commission (CVR) of Peru initiated studies to draft a law aimed at significantly advancing the implementation of its recommendations. This effort led to the creation of the National Reconciliation Council, a public body tasked with overseeing the development and implementation of the CVR's recommendations. The initiative was partially adopted in two legislative proposals that were on the agenda of the Congress of the Republic.
En enero de 2003, la CVR inició estudios para elaborar un proyecto de ley que permitiera ejecutar sustancialmente sus recomendaciones. El proyecto fue consultado con el Poder Ejecutivo, congresistas y sociedad civil, siendo adoptado parcialmente en iniciativas legislativas ante el Congreso. La CVR decidió incluir su proyecto original convencida de que solo un órgano creado por ley podría impulsar con decisión el proceso de reconciliación. El proyecto crea el Consejo Nacional de Reconciliación como organismo público rector encargado del desarrollo e implementación de las recomendaciones de la Comisión.
