Human Rights Violations at Cuartel Los Cabitos Nº 51

La Comisión de la Verdad y Reconciliación recogió abundante evidencia confirmando que era frecuente la existencia de detenidos en el Cuartel BIM Los Cabitos Nº 51 sometidos a interrogatorio por personal de inteligencia del Ejército y personal policial. Las torturas se producían durante los interrogatorios tanto en la "Casa Rosada" como en el cuartel, utilizando métodos como cadenas, sogas, cables de corriente y otros instrumentos. Los testimonios de víctimas, como el de Esteban Canchari Cacñahuaray, documentan las condiciones inhumanas y técnicas de tortura empleadas en estas instalaciones militares.
