Terrorism Charges in Chiclayo
On July 14, 1992, the Eighth Specialized Criminal Court of Chiclayo initiated proceedings against several individuals for alleged terrorism against the state. The accused were reportedly involved in an incident at the Incafor company camp, where materials such as dynamite and Communist Party pamphlets were found. However, by September 18, 1992, the First Specialized Criminal Court questioned the evidence and concluded that the events did not constitute terrorism, though other crimes like homicide and robbery were acknowledged.
El 14 de julio de 1992, el Octavo Juzgado Especializado Penal de Chiclayo inició procedimiento judicial contra Wigberto Vásquez Vásquez, Plácido Alvarado Campos, Víctor Morales Labán y otros 13 acusados por comisión del delito de terrorismo en agravio del Estado. Se les imputaba haber irrumpido en el campamento de la Empresa Incafor, siendo incautados elementos como dinamita, explosivos, panfletos del Partido Comunista del Perú y artefactos de índole subversiva. El Auto Apertorio de Instrucción consignó que, pese a las negativas de los acusados, fueron denunciados formalmente por representantes del Ministerio Público.
