February 9, 1992 marked a turning point in Villa El Salvador. Four days after the Huarcaya victory, there was an emergency meeting in the Industrial Park to discuss the situation. The PCP-SL had decreed an armed strike in Lima for the following day, February 14. At this meeting, María Elena Moyano proposed that Villa El Salvador and its organizations should protest against the strike in a public demonstration, the 'March for Peace'. This meeting took place in a context of escalating Shining Path violence in the district.
