Peruvian Military Seek to Win Over Residents of Conflict Zones

In the fight against what remains of the terrorist group Sendero Luminoso in the jungle and central highlands of Peru, the armed forces stopped patrolling to avoid being easy targets, as had been the case since 2007. For the first time they are working in coordination with the Fiscalía, the Police, and the DEA to intercept the communications of suspects in an area where drug trafficking also operates, but they need a better relationship with civilians, who have preferred to keep their distance for their own safety or because they have been incidental victims of counterinsurgency operations.
