History of a Betrayal I
Abimael could have been captured two years earlier. Had Guzmán's capture been carried out, bloody attacks such as the one on calle Tarata could have been avoided. A few weeks ago, prominent former police chiefs were participating in a congressional meeting on urban security when the numerous active-duty police officers present gave them a standing ovation, to the bewilderment of the politicians and other civilians present, who did not know that the anniversary was being marked of the day when the veteran officers being honored were on the verge of capturing Abimael Guzmán in an operation thwarted by the fujimontesinista mafia, which had no interest in a lethal blow so soon against narco-terrorism, as it would have interfered with its coup plans. This report gathers testimonies from the protagonists.
