Shining Path Seeks to Participate in Peru's Politics Without Condemning Violence
A specter has returned to public universities, where it roamed forcefully 20 years ago, and has claimed — backed by 360,000 signatures — that the Jurado Nacional de Elecciones allow it to register as a political party. It is the specter of terrorism. It presents itself under the name Movadef, or Movimiento por la Amnistía y los Derechos Fundamentales. But everyone knows it as the political arm of the Partido Comunista del Perú-Sendero Luminoso.
