The CVR's Final Report captures not only the results of two years of investigations, interviews with more than 17,000 people, public hearings, and debate; it also synthesized a long process of struggle for truth and justice carried out by victims, family members, and various movements committed to the human rights cause. Setting aside the usual opponents, the general tone of opinions is reflected in the title of the Defensoría del Pueblo report that summarizes a detailed evaluation of compliance with the report's recommendations: A diez años de verdad, justicia y reparación: Avances, retrocesos y desafíos de un proceso inconcluso.
