The Controversy Over the Figures: The CVR's Overestimates
The main finding of the Comisión de la Verdad y Reconciliación (CVR), ten years ago, was quantitative in nature: the 69,000 fatal victims and the assertion that the main perpetrator had been Sendero Luminoso. This was what Salomón Lerner highlighted in his speech delivering the Final Report (IF) to Alejandro Toledo, what the media placed on the front page, and what prompted the greatest debates. Other contents of the Report did not generate much novelty.
