The Ambiguities of the CVR's Final Report in Explaining the Causes and Dynamics of the Internal Armed Conflict
In this text the author argues that the IF of the CVR failed to articulate a coherent discourse in explaining the causes and dynamics of the internal armed conflict, and that three types of explanations can be distinguished: one that emphasizes the voluntarism and ideologization of Sendero Luminoso; another that stresses the persistence of historical gaps of discrimination that Sendero Luminoso would have exploited; and a third that emphasizes the existence of incomplete modernization processes, which would have generated frustration from the mismatch between expectations of progress and possibilities of achievement.
