Peru Asks the US for Help Against the Resurgence of Shining Path
The Wikileaks revelations. The United States will provide military assistance to Peru to combat the terrorism of Sendero Luminoso, which caused a large share of the more than 69,000 deaths recorded in the 1980s and 1990s, as State Department cables show. That guerrilla brought the State to its knees and has re-emerged in the Alto Huallaga and the Apurímac and Ene Valleys, where it collects tolls from drug trafficking and indoctrinates the impoverished inhabitants of those Andean regions.
