The Peruvian Justice System, Ten Years After the Final Report of the Truth and Reconciliation Commission

The period of political violence and the fight against terrorism left very deep wounds in Peruvian society. The violence affected everyone, including the actors of the justice system, who were called upon to defend — amid their own weaknesses and limitations — the fragile rule of law that Peru had at the time. The Comisión de la Verdad y Reconciliación (CVR) is highly critical of the role played by the Peruvian justice system during the years of internal armed conflict in the period it was tasked with investigating (1980–2000). Its judgment of the justice system is harsh but accurate, finding that the system abdicated its functions.
