In the following pages OIGA offers its readers the complete report of the Investigative Commission on the Uchuraccay massacre. Aware of the historical value of this document, we have not hesitated to publish it in full, so that the reader can judge all of the Commission's conclusions in their proper perspective and without resorting to summaries that may present events out of context. We believe that this report contains elements of analysis that go beyond the massacre itself and that therefore make this text doubly valuable.
