The Extrajudicial Executions in Accomarca
The Final Report of the Comisión de la Verdad y Reconciliación established that on August 14, 1985, an Army patrol belonging to the "Lince" company of Huamanga, under the command of then-Second Lieutenant Telmo Hurtado, murdered 62 community members from the district of Accomarca, province of Vilcashuamán, Ayacucho. The massacre was carried out as part of "Plan Operativo Huancayoc," a counterinsurgency action planned and executed through an organized apparatus of power that was organized and structured upon the military organization of the National Security Sub-Zone No. 05. When the case was reported and investigations began, and on the eve of the arrival of the congressional investigating commission, on September 8, 1985, military forces killed seven witnesses to the massacre.
