Huamán's Skin
In 1984 he assumed the Political-Military Command of Ayacucho, replacing Army General Clemente Noel, but was removed at the end of August of that same year because he publicly criticized the government's lack of support for the counterinsurgency effort. Huamán promised to respect the human rights of the population. However, during his tenure the highest number of victims of the entire internal armed conflict occurred, according to the Comisión de la Verdad y Reconciliación (CVR).
