Ombudsman's Report No. 71: Proposals to Regulate Terrorism Offenses Following the Unconstitutionality Ruling Issued by the Constitutional Court

The existence of anti-terrorism legislation that is harmful to fundamental rights is a regrettable experience that our country has witnessed as a consequence of the strategy designed to combat subversion, especially since 1992. Therefore, this report aims to provide guidelines and criteria that legally address this problem, establishing the indispensable balance between the need to firmly confront the fight against subversion and to conduct new terrorism proceedings that may be initiated while respecting due process and, in general, human rights.
