Starting Point: Huancavelica
CVR recommendations and Huancavelica. A broad survey conducted in Huancavelica forms the starting point for a project that seeks to improve governance and governability. How? By working simultaneously in four areas: identity and memory, citizen participation, strengthening of the Regional Government, and advocacy at the National Government level. The project is led by IDL and supported by the Fondo Ítalo Peruano (FIP). The starting point is, in fact, a line: the baseline, a measure of the situation at the beginning of a project, against which the situation at its end will be compared.
