Victim Registration Begins in Huancavelica
Huancavelica had grown tired of waiting. Aware of what its population had suffered during the years of armed conflict, its Regional Government decided to take the first step: on September 22, 2004, it issued Ordinance 012-GR-HVCA/CR, committing itself to assume responsibility for locally implementing the Comprehensive Reparations Plan (PIR) proposed by the CVR. The ordinance includes the explicit commitment to "carry out the necessary steps to implement the Regional Victims Registry."
