So argues the author of this article, who in 1989 commanded Counter-Subversive Battalion No. 51 in Huanta, Ayacucho, and in 1992 returned to the emergency zone as head of the Operations and Training Section of the Second Infantry Division in that same department — the birthplace and center of terrorist activity.
