TRUTH COMMISSION: INDISPENSABLE, CANNOT BE POSTPONED

In Peru, impunity and the concealment of human rights crimes — first in the fight against the internal subversion unleashed in 1980 by Sendero Luminoso and then under the authoritarian government that began on April 5, 1992 — have reached near-absolute levels. Added to this is the fact that those responsible for the political violence that ravaged our homeland have not been identified, independently of individual criminal sanction for their crimes, as bearing historical responsibility for their acts. To that extent, establishing a Truth Commission on what occurred in Peru between 1980 and 2000 is essential and cannot be postponed if we wish to build democracy on solid foundations.
