The Censo por la Paz identifies, by name, surname, and locality, 42,919 people, specifying the type of torture each suffered and who perpetrated it. The primary torturers were the Armed Forces and Police, responsible for 61.3% of cases, that is, 26,309 people. Sendero Luminoso was the second-largest perpetrator of torture with 29.2%, that is, 12,532 fellow citizens.
