WHO DOES NOT WANT THE CENSUS FOR PEACE TO BE COMPLETED?
The author begins a series of articles on the Victims Census. Before the Truth and Reconciliation Commission had begun its work in earnest, President Valentín Paniagua, with great social responsibility, moved quickly in 2001 to order a census of victims of violence during the period of terror. The government of Alejandro Toledo continued this work for two months in 2006, and Alan García Pérez — who, as is known, was at one time accused of genocide — delayed the preparation and publication of the Censo por la Paz (Peace Census).
