Shining Path Kills 14 Mayors in a 10-Day Period

Sendero Luminoso has assassinated 14 mayors or mayoral candidates in the last 10 days. Since May 1987, 44 have resigned, most of them in 1989. Peruvians are beginning to wonder whether the November municipal elections can be held in the interior of the emergency zones. The military offensive against Sendero has failed and the terrorists are on the attack again.
