Peruvian Government Rejects the Cayara Massacre Report
This cable deals with the problems surrounding the investigation into the Cayara massacre, including conflicting testimony. Based on information from an Embassy source and other reliable information, the document draws three main conclusions: some Cayara residents probably participated in the ambush of the army patrol; the army killed Cayara residents; and finally, the army almost certainly attempted to cover up its involvement.
