PERU FEARS THE RESURGENCE OF VIOLENT REBELS

The National Police, supported in this drug-producing region by U.S.-donated helicopters, intelligence, and training, says that Sendero Luminoso is regrouping with far stronger ties than in the past to drug trafficking, especially the lucrative trade in opium poppies. The money is helping the group modestly increase its numbers in the largely ungoverned expanse of valleys and jungles of the Alto Huallaga and elsewhere in rural Peru. Colombian drug traffickers are an integral part of the process; police state that they supply poppy seeds and start-up credits for crops, and provide weapons to Sendero Luminoso to protect their investments.
