Alan 1985–1990
During the last 20 years of political violence experienced in Peru, those responsible at the state level for human rights violations have not been investigated, let alone sanctioned. In Peru, thousands of citizens were unjustly detained and disappeared, tortured, and extrajudicially executed starting in 1980, during the governments of Fernando Belaúnde, Alan García, and Alberto Fujimori. As a contribution to the recovery of our historical memory, the Asociación Pro Derechos Humanos, APRODEH, presents a preliminary first report summarizing human rights violations, the actions of armed groups and paramilitary organizations such as the so-called Comando Rodrigo Franco, among others, committed during the government of former President Alan García Pérez.
