García Wields His Own Terrorist Threat

Fear has returned to hundreds of Peruvians who suffered imprisonment on false accusations of belonging to the Maoist organization Sendero Luminoso or the Movimiento Revolucionario Túpac Amaru (MRTA) during the civil war (1980–2000). Uncertainty set in when President Alan García announced he would publish a list with the names of 1,800 "freed terrorists," so that citizens could identify them and report them if they participated in conspiracies against the State.
