So That It Is Not Repeated

Civil society comments following President Toledo's speech on the Report of the Comisión de la Verdad. On November 21, nearly three months after the CVR Report was presented, President Toledo, in a Message to the Nation, set out his government's position on it. He began "paying tribute to the Commission's work," then asked forgiveness on behalf of the State to all victims of these 20 years of political violence. He was also emphatic in pointing to Sendero Luminoso as the primary party responsible for the violence. Toledo proposed "reconciliation, understood as the reunion of Peruvians with their ideals of peace, justice, well-being, democracy and development." He accepted the CVR's proposal for collective reparations.
