The 11 legislative decrees approved on July 22, 2007 by the government of Alan García are part of a process of criminalizing social protest, which has as precedents the legislative decrees promulgated by Alberto Fujimori against "aggravated terrorism," and laws 27686, 28222, and 28820 from the government of Alejandro Toledo.
