The Intelligence Services: The History That Refuses to Die

The SIN was not always Montesinos. He transformed it in his own image and likeness after a trajectory in which institution and person were initially at opposite poles, each watching the other, before beginning a gradual rapprochement after Montesinos pulled the chestnuts from the fire for General José Valdivia, who was implicated in the Cayara massacre, in an operation that already demonstrated the high degree of manipulation he had achieved within the Peruvian judicial system. The rest was a textbook example of how a person must conduct himself in order to reach the right person at the right moment.
