Peru's Sterilization Program Targets the Poorest

Few realized the Pandora's box that the Peruvian congress would open when it legalized sterilization as a method of "family planning" in 1995. Sterilization carried out under unsanitary conditions and by force on the poorest members of society has come to characterize Peru's infamous demographic control program, implemented by that country's Ministry of Health. This article is an abridged translation of the one published by the author under the title "Cutting the Poor: Peruvian Sterilization Program Targets Society's Weakest" in the March/April 1998 issue of PRI Review, pp. 1-2, 4-7.
