Compendium of Legislation for Victims of Terrorism
The compendium presents the legislation in force as of 2002 directed at three sectors affected by terrorism: a) civilian and political authorities and public officials and servants; b) members of the Policía Nacional and armed forces; and c) members of the Comités de Autodefensa and Rondas Campesinas. The latter have noted on various occasions the limitations of the existing legal framework, since the benefits only cover victims from November 11, 1992 onward, leaving a significant number of victims outside its scope.
