Memorandum

On this occasion, and to be more explicit, Professor Fisher himself has written a contribution in the form of a Memorandum addressed both to Minister Domingo Palermo, the government's unofficial interlocutor, and to Néstor Cerpa Cartolini of the MRTA, which includes basic concepts on the "peaceful resolution of the hostage situation." He has also added a series of "possible ground rules for the intervention of a mediator" and a "hypothetical working draft" — one of many that could be developed until a solution is reached. At Conflict Management Inc. and Conflict Management Group, a so-called Latin America Practice Group has been responsible for reviewing the translation of Fisher's texts. This material is of particular and urgent interest in these days when at times it has seemed as though a violent confrontation in this crisis was just around the corner. Published January 30, 1997.
