Huancavelica: At the Bend in the Road
July 29, 1996. Nine in the evening. On the road from Palca to Huancavelica, a group of some 20 subversives intercepted two inter-provincial buses carrying passengers bound for the departmental capital. One of the buses, passengers included, was taken to the community of Charhuapuquio and driven past the camp where the construction companies asphalting the Izcuchaca-Huancavelica highway were operating.
