War and Amnesty - Opinion Column
The Shining Path attacks following the promulgation of the Amnesty Law and the Barrios Altos law show that the counter-insurgency war is far from over. The car-bomb attack on Víctor Joy Way's home, the assault on the Nuevo Progreso police post, and the annihilation of an Army patrol near Tingo María are more than sufficient evidence that Sendero Luminoso has not disappeared.
