Maintaining Appearances. The Announced Contempt and the Pending Proceedings Against Guzmán
Law 25475, promulgated on May 6, 1992, and signed by President Alberto Fujimori regarding secret trials for terrorists, states in Article 15 that "the identity of magistrates and members of the Ministerio Público, as well as that of the judicial support staff participating in the prosecution of the crime of terrorism, shall be secret... Those who violate this provision shall be punished with a custodial sentence of not less than five nor more than seven years." Published October 27, 1995.
