Recently, the Constitutional Tribunal's ruling alarmed even the President of the Republic, who declared that under his administration "no terrorist will go free." In reality, had the government at the time resolved the legal chaos left behind by the Fujimori era regarding terrorism cases, we would not be discussing the issue now.
