Report on the Martín Javier Roca Casas Case

Martin Javier Roca Casas, 27 years old, was a student in the Faculty of Economics at the Universidad Nacional del Callao. It was five in the afternoon on October 5, 1993, when Martín Roca left his home. After finishing his university classes, at ten thirty that night, he set out for home. He would then be detained by members of the Navy Intelligence Service. From that point on, his whereabouts were a mystery. In this report, the Comisión Interamericana de Derechos Humanos (CIDHE) concludes that "officers of the Peruvian Navy proceeded to clandestinely detain Martín Javier Roca Casas, from which it follows that the Peruvian State is responsible for the violation of the right to life (Article 4), personal integrity (Article 5), liberty (Article 7), and due process and an effective judicial remedy (Article 25) enshrined in the American Convention on Human Rights, as well as the general obligation to respect and guarantee the exercise of these rights."
