The CVR's Final Report is part of a broader human rights agenda that involves the elements of truth and justice, which are necessary and indispensable for reconciliation and democratic strengthening. However, the attitude and position of the State, as expressed through the main representatives and spokespersons of the Executive, toward the CVR's recommendations in general, and toward the process of justice for cases of human rights violations that occurred during the period of political violence in Peru in particular, is one of evident distance and rejection.
