The political and violent context that existed in Peru in mid-1990, the period in which the detention and disappearance of Ms. Guadalupe Ccalloccunto occurred, is well known: Since 1980, when political violence was unleashed by the Grupo Partido Comunista del Perú "Sendero Luminoso," this terrorist group has employed methods that routinely violate basic standards of international humanitarian law to the detriment of innocent victims. Peru's Police and Military Forces, for their part, responded — among other ways — with numerous human rights violations, among which the detention and forced disappearance of individuals occupies an important place, particularly of those suspected of being members of Sendero Luminoso, or simply sympathizers of it.
