Human Rights in Peru - Opinion Column

Despite the fact that international public opinion is beginning to learn about the serious human rights situation Peru is experiencing, the author of this article draws attention to the excess of caution shown by all political leaders during the campaign for the recently held elections regarding the issues of torture, mistreatment, and violations of rights and freedoms by the police and armed forces. This may be due, it seems, to a progressive abdication of civilian power in the face of the military. Published on April 19, 1985.
