The Work of the Ad-Hoc Commission on Behalf of the Innocent in Prison
The Ad Hoc Commission was created to address the problem of innocent people in prison unjustly accused of the crimes of terrorism and treason. The Ad Hoc Commission succeeded in obtaining freedom for 502 people through pardon and the right of grace. Thirty-five other cases recommended solely by the Commission remain pending. The Defensoría del Pueblo expresses its confidence that these will be taken up by the President of the Republic. The report presents the results of the Ad Hoc Commission's work during the period from August 17, 1996, to December 31, 1999, when it concluded its activities. It accounts for the problems encountered regarding applicable legislation, the actions of the various State institutions in this delicate matter, the situation of those who benefited, and the pending issues identified throughout its work.
