The International Community in the Face of Terrorism

More than a few terrorist organizations are trained and subsidized politically and diplomatically by some socialist and Arab governments, forming a veritable international terrorist network. Their connections, arsenals, and tactics are so perfect and effective that even strong states with professional and well-equipped police systems have been reduced to the impotence of witnessing the Dantesque scenes of horror and death carried out, most often, by innocent civilians attacked by terrorist commandos or mutilated by explosives. This led the supranational community to attempt to address policies, through the holding of conferences, treaties, and conventions, that would allow for a common front to eradicate this scourge, where principles were established such as the exclusion of asylum protection for terrorists, extradition and, in its absence, the commitment of the state that has not surrendered the criminal to try them in its own country; even economic sanctions have been imposed on states that refuse to provide effective cooperation, since terrorism has been considered an international offense, that is, one that can be punished by virtue of international law in itself, as it is considered an atrocious crime.
