Study of Repressive Terrorism Legislation and Reform Options. Final Report.
Since 1980 the country has suffered a serious crisis of social insecurity and political instability, which manifests itself specifically in the development of subversive groups that use terrorist violence as a means of strengthening their social presence. To date, the human cost of the confrontation between the State and the Subversion exceeds 15,000 victims. The struggle against subversion has been carried out primarily through military and criminal-legal strategies. (Excerpt from presentation).
